१. धर्म ने आपको दी हजारों साल की गुलामी जबकि संविधान ने दी आपको हजारों साल की गुलामी से आजादी।
२. धर्म ने आपको अछूत बनाया संविधान ने समानता का अधिकार देकर आपको इन्सान बनाया।
३. धर्म ने आपको शिक्षा से वंचित रखकर विकास से वंचित किया जबकि संविधान ने आपको शिक्षा का अधिकार देकर विकास के नए रास्ते खोले।
४. धर्म ने आपको संपत्ति से वंचित रखकर आर्थिक रूप से पंगु कर दिया जबकि संविधान ने आपको संपत्ति, कारोबार का अधिकार देकर उन्नति के लिए नये रास्ते खोले।
- धर्म ने आपको शहर, गाँव से अलग एक तरफ बस्ती बनाकर समाज से काटकर रख दिया जबकि संविधान ने आपको शेष समाज से जोड़कर इन्सान होने का एहसास दिलाया।
८. धर्म ने आपको जल रूपी जीवन से वंचित रखा जबकि संविधान ने आपको जल पर समान अधिकार दिया।
अब बतलाईये धर्म महान है या संविधान, अगर आपका जवाब संविधान है तो ” हिन्दु “धर्म में रहने की क्या जरूरत है। कृपया अाप भी राय दें। सदियों के अँधेरे से संविधान के द्वारा प्रकाश की किरण मिले। आप सभी का मंगल हो। ऐसी उम्मीद के साथ…. “नमों बुद्धाय जय भीम”

17.1 % increase in crimes against Dalits, what governments are doing?
The crimes
- Dalit girl beaten brutally because her shadow fell on upper caste man. Two Dalit boys killed for not having change for Rs 4.
- Dalit girl’s hand burnt for asking upper caste man to lower volume of music. Dalit man crushed because an upper caste man didn’t like his mobile ringtone.
- Several Dalit women and girls gang-raped. All of this in just last one month.
- In 2013, overall, there was a 17.1% increase in crimes against Dalits.
Toothless prevention
- The Prevention of Atrocities against Scheduled Castes and Tribes Act has not curbed violence against Dalits.
- Number of cases pending under the Act: 84.1%.
- Only 5% of total cases result in conviction, and the rate is declining steadily.
Suggested reforms
- Dalit coalition NCPSA has suggested major amendments to the current Act.
- Key changes: There should be no need to prove caste as a motivating factor in crime. Hard to prove intention. Identity of victims should be enough.
- Officers should be held responsible for failing to act when crimes against Dalits are reported. Official apathy is a key reason Dalits don’t get justice.
- The scope of the Act should be broadened to include socio-economic boycott, destruction of property, limiting access to opportunities, humiliation of men and women, etc.
Government inaction
- UPA 2 Cabinet cleared the updated Bill in 2013, but it couldn’t be passed in Parliament.
- Ordinance was passed, but Modi govt allowed it to lapse. Then sent it to Parliamentary Standing Committee on Social Justice and Empowerment.
- Committee cleared it late last year with minor changes, but govt hasn’t moved on it yet.

20th July (1924) in Dalit History – Dr. Ambedkar founded Bahishkrit Hitkarni Sabha
Dr. Ambedkar convened a meeting at the Damodar Hall when was formally resolved to found the Bahishkrit Hitkarni Sabha.
Its motto was: “Educate, Agitate, Organize”. Its aims and objectives were:
(a) To promote the spread of education among the depressed classes by opening Hostels.
(b) To promote the spread of culture among the depressed classes by opening libraries, social centres and classes or study circles,
(c) To advocate and improve the economic condition of the depressed classes by starting industrial and agricultural schools,
(d) To represent the grievances of the depressed classes.
Among its office bearers were Sir Chimanlal, H. Setalvad, Dr. R. P. Paranjpye, B.G. Kher and S.N. Shivtarkar. Dr. Ambedkar himself was the Chairman of its managing committee.
The Bahishkrit Hitkarni Sabha functioned till 1924, concerning itself with social problems. Among its trustees was Ramchandra Krishnaji Kadam.

20th July in Dalit History – Dr. Ambedkar arrived at New York and joined Columbia University, in the Faculty of Political Sciences.
Arriving in New York during the third week in July, Bhimrao was housed in Hartley Hall. But he didn’t care for the food, and only stayed for a week. In August he moved from Hartley Hall to “Cosmopolitan Club” (554 West 114th Street), a housing club maintained by a group of Indian students. He finally settled in a dormitory, Livingston Hall (since renamed Wallach Hall, with his friend Naval Bhathena, a Parsi; the two remained friends for life.
